The dollar weakening under Harper had a lot to do with the price of Oil plummeting. All economies have natural growth and recession phases. Harper was unlucky in that he was in charge of a resource based economy when resource prices were falling. Trudeau was lucky enough to get into power at the start of an upswing. Unfortunately his deficits are growing larger and larger as he spends everything away, going directly against his campaign promise of spending for a couple years to boost the economy then when times are good paying all that debt off.
