No, the smoking gun of the memo is that Nunes said that Hilldawg & co paid Steele for the dossier.
Now, we've known for months that the dossier was the product of paid oppo research, literally everyone admits it. The only bit of interesting news is that someone in the FBI evidently thought the dossier had enough credibility to be worth including in the evidence supporting a FISA surveillance application. There are three easy explanations for that:
1: The FBI is dumb and just believes everything they see in the news. In which case, they had a good faith belief that the dossier was real (and also that Hillary's emails are important, and that this one weird trick can make you look 10 years younger) when they applied for the warrant, and applying for the warrant was Not A Crime.
2: The FBI is controlled by people who really really hate Trump and are willing to use any evidence, no matter how stupid, to indict him. While Republican politicians frequently say that in public, we can tell that they are lying by the fact that they and Donald voted to renew the FBI's far-reaching and unconstitutional surveillance powers just a few months ago. Normal people don't vote to give their persecutors more power.
3: The dossier, while known to be the product of paid oppo research, was substantiated by other information within the FBI's posession. For example, if someone in Russia remembered the Hunger Plan enough to decide that maybe undermining Bannon was a Good Idea - and so passed a copy of the pee pee tape to US law enforcement. Or if there were specific, novel, checkable allegations in it that turned out to be true. Or if an Australian diplomat had reported that the Trump Admin was working with Russian hackers to break into the DNC, and the FBI's own surveillance had shown that Russian hackers broke into the DNC, and their surveillance of the hackers then showed the same hackers exchanging cordial communications with their employers in the Trump campaign.
