Desu is a gerund, it's the Japanese word for the state of being or existing. "He is, she is, it is, they are" etc.

Technically speaking every sentence in Japnese should have some conjugation of desu in it (or it could have it in it), but most of the time in general conversation it's left out.

The specific conjugation of "desu wa" carries certain connotations for the speaker. It implies the speaker is, not necessarily nobility, but of a high social standing household. Someone whould would be taught a very rigid, conservative way of conversation rather than "common" Japanese. It's the go-to verbal tic for princess-type characters, rich girls, and bossy snobs.
