Most memes are not based on copyrighted materials (although I suppose it depends on how broadly you define "copyrighted materials").
Eg 1, Wojack memes. There's no underlying copyright material (exception: if you include the automatic copyright that arises under US law when you express an idea in a fixed, tangible medium).
Eg 2, Pepe memes. It could be argued that they're all derivative works based on Matt Furie's copyrighted material.
