here's the trick, taxes are collected by the IRS which go to the IMF and that gets loaned out to other governments at a high interest rate. That country defaults (Argentina) then everything is purchased at a bargain rate.

The only legal tax is the federal tax from citizens to fund governmental works for the greater good. Every other kind of tax is basically illegal, such as income tax which is theft of the american labor to pay off loans from the private federal reserve that it gives to the treasury which basically isn't even real money since Nixon's elimination of the gold standard. Lookup 1913 federal reserve act and the dates when the IRS and ADL were founded.

I challenge the government to make an ICO for each public work they want

if the idea is good, people will willingly donate/invest in it and benefit from it
