In both cases the men in question are hugely dependant on the existing overall structure provided by the actual police. "convicting people of crimes", how are they doing this? The court system, jail houses, the underlying civilization that makes and maintains the laws.
These people are effectively making citizens arrests. They are £200 intake ports that can funnel criminals into the states system.
This is surely helpful, but remove the state and what do you have? You have people to say "hey, stop that!" with no authority to actually do anything about it, because the authority is still coming from the presence of the underlying system of the state, which you are taking for granted.
I, as a US citizen, can go claim any uninhabited island in the world that has bats on it and the US will back my claim. If not for the state however, who is going to stop some random chinaman from coming and taking it?
