What happened is Congress fucked over Reagan on that. Just like the tax deals, where they promised if he'd just let them raise taxes, they'd cut spending as well on a 1:1 basis. Turned out Congress changed its mind after getting what it wanted, and only cut 1 dollar from the budget for every 16 new dollars raised in taxes.

The truth is that the American Congress has kept almost none of its promises from its inception. Why? Simple, politics. When they promise "someone" they will do something about an issue in the next or future sessions, they are effectively giving you a "maybe/maybe not", and not a binding promise. Why isn't it binding? Because the next congress will have changed members, and what is important in each member's local districts may have changed.
Am I saying America breaks its treaties? Well, as long as you aren't a native american tribe, then it has a decent record of abiding by its treaties. But if you are dealing with Congress and they don't "pay up front", you probably will never see them keep their part of the promise to "do that later".

Dems wanted to raise taxes overall. Reagan wanted to stave the beast. They made a deal---Congress would cut 1 dollar in spending for ever 1 dollar raised in taxes. But they promised Reagan they'd do the cuts "in the future", in return for him allowing them to raise taxes. Congress instead only cut 1 dollar in spending for ever 16 dollars of tax increases.
Reagan says the two worst deals he ever made in life were the amnesty deal with Congress (because they didn't carry through on their side of the agreement) and raising taxes (because again, they didn't carry through on their agreement).
Reagan fell prey to the same thing most presidents do--- thinking 'future commitments' of Congress are something they can count on. They cannot. Because that will be a different Congress.
