Only when purposely bred, because that always goes hand in hand with very small gene pools. Ancient dog races don't have this problem as they 'evolved' over longer periods of time with larger populations and therefore gene pools. Of course this advantage is lost when a mill breeder imports two specimens and makes an entire mill population out of them.

This. How do I get the closest thing to a naturally selected street dog from a shithole country?
It seems I can't just get a mixed breed dog because if it is the (1st gen, 2nd gen, or possibly more?) offspring of purebred dogs from a small gene pool, it'll have high chances of inheriting health issues anyway. As you noted, I can't buy an ancient breed from a breeder here since they'll also be several generations removed from their original, large gene pool.

Import it from said shithole, probably. Importing a purebred race dog without defects would be very important though. Importing street dogs would only cost the price of transportation, quarantine and vaccination, as they generally want rid of them
