what about a cylinder like the one in the foreground, but has spikes inside the cylinder and holes on top of the cylinder. If any weight is put on the cylinder, it will sink, exposing the spikes, and impaling anything or anyone weighing down the cylinder.

It isn't supposed to be impenetrable, it's supposed to be a reasonably good barrier which combined with its second barrier, a fence, behind it becomes very hard to breech while the border materials are maintained.

Your assuming a solid ladder. You just need an accomplice on the other side. Toss a rope over, the accomplice pulls a rope ladder over using the rope. You secure it on both sides of the wall with heavy stakes (or just to the bumper of a parked car) and now you can move as many people over as you want until border patrol arrives.

You can pick a remote location to do it and basically get over it and get away pretty easily.

And still more than 50% of them get in without directly crossing the border. ICE fucking sucks.

Honestly, concertina wire would be best. It tangles and snags up just about anything. Its nasty to work with and theres NO WAY a guy could climb a solid ladder 30 to 40 feet up and try to fuck with it without falling off his ladder. It would snarl up any rope you tried to toss over it.
