I always imagined the lost sheep of Israel was what Jesus recognized as the "rest of Mankind", the descendants of Abraham who never accepted Hebraism as their faith. To me that passage was Jesus using a double-entendre, meaning that Jesus was appealing to both the Pharisees (He came only for us) and the rest of the Gentiles (he came for all of us), hence why the woman continued to plead even after hearing his answer.
