IIRC the difference is that Zouken was trying to agitate Sakura emotionally in order to get her involved (like in that intermission flashback where he tells her Rin will probably win), and in HF Shirou gets closer to her, which triggers the shit that happens to her. I may be misremembering.

I think the best explanation of Sakura's behavior as the Shadow prior to becoming Dark Sakura is that it was being controlled loosely by her emotional state. It stopped before it killed Shirou for obvious reasons, but later it ends up almost killing him and destroying his arm; this is because Sakura was earlier thinking about how it would keep Shirou at home if he ended getting hurt, so the Shadow acted in a hostile manner. So she was in control of it, but not fully.

It's probably more accurate to say it sometimes uses her negative feelings as a vague guide for who to kill due to being linked to her, but the killing part is all on the grail because that's what it does. Shirou losing his arm was a coincidence since it happened in a huge explosion where he dies if he happens to dodge in a different way.
Basically, the shadow is like the devil reading your diary, then kidnapping you and using your car to run over the people you wrote that you hate while you're asleep.

Real romances tend to initiate quickly. The "we were friends and gradually realized we were in love over a long span of time" thing you commonly see in Japanese media is bullshit. Their quick romance makes even more sense here because they grew closer in a life or death situation which forced them to closely work with and depend on each other.
