Basically, it does that Putin's FSB planted the bombs and blamed it on Chechen terrorists in order to go back into Chechnya and take out the insurgents there that BTFO the Russians the last time they invaded. It worked, popular opinion shifted almost instantly and Russians called to take out the Chechens, and Putin was soon elected president in a landslide.
