No. Goebbels was the more conventional intellectual compared to Hitler who was an autodidact, but I wouldn't say he was more intelligent per se.
He was no doubt a better writer than Hitler.

He was just as good as hitler with speeches, but I dont think he liked the administrative aspects.

Hard to tell from his speeches. Both Hitler and Goebbels use similar rhetorical devices that were common at the time and I've never heard a recording of Goebbels speaking normally. Hitler had an Austrian accent outside his speeches btw
