To create an artificial conflict between Kuroko and Uiharu as to delay investigation on the Poltergeist. In conclusion:
Misaka owes 1 sister on day 1, with an interest rate of several sisters every day until she pays the debt (stops the experiment)
Not wanting to burden friends with this issue (Even though she wants to, if the flashbacks of her mom are an indication) she stubbornly will not do so. So her debt is constantly increasing while she tries and fails to accomplish what she cannot do on her own.
By the time she finally gets help from someone, the debt is now almost 50 sisters. Her attempts to avoid troubling others led to the deaths (and near deaths) of a lot more people than it would have if she accepted herself and forced her burden onto others right away.
The real forgiveness offered to her isn't this mistake, as a lot of humans make it every day to an extent. (Which is why it is so important that people be aware of this psychological paradox, especially in Japan where it is at its worst) She still isn't to be blamed the same way the greedy banker (accelerator) is but she isn't 100% innocent.
The reason I say the anime is particularly bad about this whole thing, is because the Poltergeist arc was a thing that existed. This entire paradox was one she was berated for by her friends. She wasn't berated for letting the errors being taken away. She was berated for trying to fix it alone. Since this didn't happen in the manga, it is NOT A FACTOR.
