I don't think it's explained how, or even if she did become an agent for the authorities. But as seen with Iko and Dhomochevsky, the Safeguard agents can have autonomy as well. Their form may depend on their given mission. In the electrofisher village her job was to infiltrate and exterminate the fishers, so she was given a normal Safeguard form. When she's tasked with tracking the level 9, a much more important task, she's given a more specialized agent form.

Well i guess it had to be expected. In the case of domo and iko, I assumed that they were human because there was no "system" so autonomous beings that could solve the problems by themselves were needed. That unexplained stuff like the white haired girl and the dog always bugs me. Atleast i'm glad that killy managed to deliver the orb, one of the most punished characters i've seen in a manga.

Maybe the Safeguard cooperates with the Authority when their goals align. I mean, they're basically the same entity anyway, aside from the fact that one of them went insane.
but what part of the manga are they going to adapt? The only "arc" left that is consistent enought it's Dhomochevsky's and they already wasted the "special access point" bullet. I just hope that if they do it, they make some amazing fights against the silicon people.

It worked for the manga but it would kinda suck for a movie, considering Killy is practically silent and spends a lot of time by himself and there is generally a whole lot of nothing. Which I think works for the manga and creates a great world but it wouldn't translate to something more three dimensional like film. And if you think a semi-silent film with 20 minutes of scenery and silence is artsy and only casuals wouldnt enjoy it then plz go circle jerk with the fellow "artsy£ crowd like the Eva fag-boys. I love the manga and think the way that they made it a film was one of the only options that made it interesting.
