Chretien was great, and helped fix the shitshow Trudeau and Mulroney created for Canada. Without him Canada would be under water, and number 1 on the US foreign aid list.

Harper marginally increased the number of immigrants coming in. Mass immigration/multiculturalism has been in play for decades now. Since the 60s. What Harper did well was navigate a tense political climate and still achieve some significant policy changes. He also handled a rough economic situation. Canada was relatively unscathed by the 2008 recession.
