This. The only reason to watch it is to see Light and L play cat and mouse. And it starts to get completely ridiculous after Light erases his memory. It would have been better if we didn't know that he deliberately erased his own memory in order to get one up on L. What a tweest that could have been.

Penber was about to drop the investigation on Light after some weeks. Light, being a policeman's son, would know this. Not to mention that unless the emperor himself is following you, no one can obtain cooperation with another security agency for years to track down one suspect.
If he just would not have killed Lind L. Taylor, the story would pretty much have ended there because L. would be left without a hint where to search for Kira. If it's fun, it's fun. One punch man has saitama, a man at the top of his game and I doubt he'll get any character development but its still fun. However character arcs add a hell of alot of depth too. Look at Jaime from GoT, do you think people would enjoy watching him if he was still prince charming from s1?

It's sort of like Overlord where the character development is for all the characters that aren't the MC.
Light does have character development. He starts off as a bored dude who gets Godlike power. At first he doesn't give a fuck about the whole Kira thing, he just wants to make the world a better place. Then it goes to his head and he decides to be a God.
And when he realises he's being watched, he turns very cautious. It's the first time he's felt the walls closing in, and he's THIS close to blowing it and he fucking knows it and you can see the panic setting in, but he gets that break. Once he gets that break, he starts to think he's invincible and he seriously turns megalomaniacal. It's at this point the character development stops, right up until the end when he snaps and becomes fully Kira, just before being shot.

Characters unable or refusing to learn can be character development in and of itself, i.e. Shaiapouf from HxH. Light's ego growing steadily is the same thing.
