It could definitely pass as a 2004-2006 anime.

It is all over the place. My one complaint is that the manga can't quite seem to figure out what it wants to be. It starts out with a Miyazaki-esque whimsical youkai fantasy, then it starts alternating between MC learning how not to be autistic and becoming a tarot-card pokemon master. Also, early on, it delves into some dark places like how the little boy and dog became ghosts, or Ruriko's murder and dismemberment (last thing she saw before dying was her hands) but then it turns up the volume on cute youkai sidekicks. There was a recent story in the manga involving jailbait attempting suicide, but that was the first bit of edge in a long while.

I'm just an animeonly but yeah, I agree it's pretty jarring that the tone is all over the place.

Damn, not that user but any idea where the manga's part when she died or if we gonna even get it adapted in the anime? Reading/watching a continuation by a different author feels weird now that I know of her death.
