No. He is in a situation just like Cars where he will never return and eventually stopped thinking. We can assume he was trapped for at least a hundred years because DIO was trapped for hat long with only some slight personality changes

Aging is damage to telomeres, and starvation is aslo damage, si it is assumed that he is immune to bothe,. Not to mention he is said to stop thinking entirely by the narrator meaning he must survive long enough for that to happen

Yeah probably not, but it's not too implausible. I mean getting out of the Delaware river through, let's say some treasure hunters or industrial digging shouldn't be that improbable to happen during 100 years. I'd enjoy to see him back.
