We need a new government agency whose sole mandate is defensive to oversee hardware and software security. The NSA can't be trusted in this role because they plant backdoors and subvert security measures in order to hoard vulnerabilities for offensive use. Hardware production must be brought back from Asia to the U.S. with strict oversight by this new defensive agency. Systems that are security critical must be opened to public scrutiny so bad security practices can't be hidden.
