Hanayama is a low tier no matter how you look at it. He has no business fighting the likes of Yujiro or Musashi.

He's not 'low-tier'. He's just ludicrously tank-y, even by Baki standards. Everybody has their strengths and weaknesses. Shibukawa can't take half the punishment that Hanayama can, but he can still deal a lot of damage. Doppo can take more damage than Shibukawa, but deals a little less. This kind of logic works for most of the characters.

He's tanky compared to other low tiers. Yujiro put him down in one hit.
