That's the problem. It follows the manga far too closely. The old anime worked because it had so much filler and allowed all the girls to exist as their own characters, giving them time to breathe and develop outside of Usagi's own story.

Plot-wise, the manga is great. It's just the characters that are lacklustre.
Also, as you said, it's also bad praxis to have a wide set of important characters, and only focus on the MC. That's a mistake many authors and anime writers/directors make.
Sure, the MC should have the main focus and the most development (some stories do happen to fail at this), but that doesn't mean the other important characters shouldn't become well-rounded and even worse, sometimes even neglected.
