Sure it can.... we have multi-megawatt radio transmitters that you can receive thousands of miles away, where the power on target (antenna) is only a few milliwatts.
Voice to skull only needs about 40 milliwatts on target to effect someone, and a directional transmission from a sattelite (like a maser; microwave laser) at the right frequency would be used to put voices into someones head without irradiating them.

It isn't like nuclear missiles are stored in cities, not to mention the SSBNs scattered across the ocean at any one point by the US, UK, Russia, and I assume at least France and China if not India and Pakistan.
