Sure it can.... we have multi-megawatt radio transmitters that you can receive thousands of miles away, where the power on target (antenna) is only a few milliwatts.
Voice to skull only needs about 40 milliwatts on target to effect someone, and a directional transmission from a sattelite (like a maser; microwave laser) at the right frequency would be used to put voices into someones head without irradiating them.

So would a nuclear weapon. More to the point, however nuclear weapons don't result in MAD because of radiation, they result in MAD because they make big fucking explosions. If a weapon caused similar damage to a nuclear weapon it would be treated as a nuclear weapon meaning when you fire that anger laser the country you targeted would respond with a limited or perhaps even full nuclear response. Furthermore it would be a useless prelude to a nuclear war as it would do little to nothing to cripple the capability to carry out a nuclear response. It isn't like nuclear missiles are stored in cities, not to mention the SSBNs scattered across the ocean at any one point by the US, UK, Russia, and I assume at least France and China if not India and Pakistan.
