I doubt it. If a country obtains nukes, then they would be very open about it. Nukes are pretty much the guarantee nobody will fuck with you. If you ask me, its rather that Turkey is in NATO with the biggest army in Europe, with a strategic location and nobody wants to end the status quo with an Art. V. (Russian elite wants to keep stealing from its people and NATO doesn't want you to see that Art. V is just for show anyways. Montenegro is NATO, but if the choice stands between a micro nation and full on nuclear war...)
