On February 15, the negotiation committee of the opposition factions in the northern Homs countryside announced in an official statement that they had been formally informed by Russia that the de-escalation agreement in the northern Homs countryside is over.
According to the official statement, Russia refuses to extend the agreement as long as the opposition factions refuse to hold direct talks with representatives of the Damascus government. Moreover, the negotiation committee claimed that Russia had threatened them with a military operation if the de-escalation agreement was not extended under its conditions.
In repose to the Russian demands, the negotiation committee stressed that it will not hold any direct talks with the Damascus government and called on Turkey to deploy units of the Turkish Army and establish observation positions in the northern Homs countryside.
Currently, the opposition-held areas in the northern Homs countryside are fully besieged by the Syrian Arab Army (SAA). Due to this, it is impossible for the Turkish Army to deploy units there without provoking a full-scale war with Damascus.
The de-escalation agreement in northern Homs has been violated on numerous occasions by the Free Syrian Army (FSA), Ahrar al-Sham and Hay’at Tahrir al-Sham (HTS). Nonetheless, the negotiation committee claimed that they had never violated the agreement.
Syrian pro-government activists viewed the negotiation committee call for Turkish support as a desperate maneuver to avoid an upcoming military operation of the Syrian Arab Army (SAA) in the area.

On February 16, the Turkish Army and its proxies from the Free Syrian Army (FSA) captured the villages of Hassan Kalkawi and Jalma in the Rajo district north of the Syrian city of Afrin, according to the Turkish Anadolu Agency. The media outlet added that Turkish forces had “neutralized” 1,551 fighters of the Kurdish People’s Protection Units (YPG) since the beginning of “Operation Olive Branch” in Afrin on January 20.
Meanwhile, Turkish sources reported that the Turkish Air Force (TAF) had conducted several airstrikes against the positions of the YPG in the districts of Rajo, Sheikh al-Hadid and Jandaris north and west of Afrin.
From its side, the YPG announced that its fighters had ambushed a unit of the Turkish Army and the Turkish-backed FSA in the village of Shaidah in the Rajo district. According to the Kurdish Hawar News Agency (ANHA), YPG fighters destroyed a battle tank and a vehicle of the Turkish Army.
Moreover, YPG fighters repelled an attack on their positions in the village of Dewa in the Jandaris district and destroyed four vehicles of the Turkish-backed FSA with ATGMs, according to ANHA.

On February 16, Hussain Murtada, a correspondent of the Iranian al-Alam TV, reported that a reconnaissance unit of the Syrian Arab Army (SAA) had entered the Afrin area under an agreement, which had been supposedly reached by the Damascus government and the Kurdish People’s Protection Units (YPG).
Murtada’s report is still not confirmed by any officials of the Damascus government or the YPG. However, pro-government sources said that the National Defense Forces (NDF) units of the city of al-Safira [ located in southern Aleppo] are preparing to enter the Afrin area upon orders from the SAA general command.
Meanwhile, the YPG’s media adviser Rezan Hido said in an interview to the Lebanese al-Mayadeen TV that the SAA is welcomed to deploy its troops anywhere it wants in the Afrin area. However, he didn’t confirm reports that Damascus and the YPG had reached the agreement regarding Afrin.
Al-Mayadeen reported on February 15 that Damascus and the YPG had reached an agreement that allows the SAA to deploy its troops in the Kurdish-held area. Later on February 16, al-Mayadeen’s correspondent in Afrin said that the SAA is preparing to enter the area.
It’s unknown yet if Turkey is somehow engaged through Russia in the supposed Damascus-YPG agreement regarding Afrin. Syrian sources believe that clashes in Afrin will intensify if Turkey is not a part of the supposed agreement.
