No one remembers average or below-average shows from previous decades. If you compare top-tier anime from previous decades to average anime now of course you will be disappointed.

You have to remember that your pic and most other shows people use as examples of old animation and design being better than that of modern shows were exceptions rather than the norm even back in their day. You remember them because they've survived the test of time, but there are so many other soulless old anime that are never talked about. Old things feel better because they've already been filtered unlike currently airing shows. The majority has always been subpar. This isn't an anime only thing though, it also applies to pretty much anything, such as live action shows and manga.

Well first there's the colors. The ink used for outlines fades when it dries, so you have warm lines instead of solid black like you can get in animation made on a computer. The use of actual pigments in general helps give it a more natural look

not all of it but some episode of space dandy especially season 2 are some of the most arthouse stuff anime has ever reached, dead dandy in particular is an episode that reaches that.
