Not really, elementary schools were suffering from massive overpopulation while many middle schools accepted students from several elementary schools. The change was made to relieve elementary teachers and administrators and saw several new middle schools built. Each district handled the changes their own way, however and many did not dedicate the time or resources to the construction of new middle schools and as a result just moved the problem from an elementary level to a middle school one.

Momo made TLR fun, other girls were just kinda window dressing or very one-dimensional. Granted shit got too bogged down and the story wasn't allowed to go anywhere so Momo kinda lost her purpose but she had the best potential of any girl. And her chapters with Nemesis are the best.
