Ploy by dropouts to skip school. All things considered its a pretty smart tactic considering it seizes on an actual event, but its easy to see as well. When I was in high school there was a year where there were 4 or 5 bomb threats (always targetted for fridays) the school was forced to inform us about and said that coming on those days was voluntary. Its astounding how many people skipped out on those days despite how obviously false a threat like that would be. However most of the people who did skip were the known slackers.
The schools wont suspend classes for a student protest unless they're full commie faggot. If they get enough inqueries about it from students they'll say that coming to classes is voluntary and the expected suspects will be the ones absent.
