Selfishness was a great way of creating monsters. The people who were turned were actually at fault, and the monsters acted the same way they did, but in an exaggerated manner. It's all about how silly and petty these feelings are.
Regina was also one of the best antagonists. She shows that people can't just be categorized as friends or enemies. Everyone thinks they are correct, noone thinks they are evil, and if you understand what drives them, you could make up instead of fighting.
Her plotline was also very good, even I enjoyed it, and I only came for the little girls.
Clearly as an intelligent government employee, I insist on watching all of them, determining they're inadequate, and having one commissioned that sends the proper message.

It being very short is a good reason. One episode a class plus a half hour or so of discussion, and it takes just over two weeks. About the length it takes to cover a short novel or play.
Even better, give out bookleg DVDs of each episode and force them to watch it at home. One whole class for discussion. This wouldn't even be viable for a two cour series with the way school work now, so there aren't many options.
