She is a threat but if Karna or Gil are the exeptions then she has advantage over a ton of servants plus any rider.

Well there's also an issue of tactics, skill, stats, etc.

Herakles would die once to her and that's it. If Saber had Avalon, then that would probably also negate her attacks. In terms of pure firepower, no matter how many guns you have, an anti-fortress Noble Phantasm would still demolish you, so Altria would also be difficult.

Generally, here main strengths are that

A) She has a +modifier when going against Servants with high mystery.
B) She has a shitton of guns.

Many Servants would have a hard time against her, but there are some truly exceptional Servants in that mix as well.

To begin with, aren't Nobunaga's guns feudal era matchlock rifles? There must be more than a few Servants capable of dodging those. Even a vampire is quick enough to dodge a bullet after it's been fired, and those are modern guns.
