This is what happens when you try and help South Africa, a true story:
As some of you may know, the city I live in, Cape Town, has a drought occuring that will mean that we run out of water at some stage, barring a completely unbelievable miracle.
This has been the result of changing weather patterns and a vast influx of citizens (and foreigners) from poorer parts of the country and Africa.
The city has known about this for at least 25 years, and for the last 15 years, the predicted date that water will run dry has consistantly been stated as between 2017-2019.
The city has done nothing to prevent this problem from escalating, and the most they do now is blame the small tax paying citizen base.
In about 2005-2006, an American good-will aid company approached the City of Cape Town and offered to build a water desalination plant that would provide an additional 50 million liters per day at least. This would not solve the problem on its own, but it definitely would have helped.
The City of Cape Town responded to this entirely free offer by saying no. They said that the project should be tendered to a BEE-complient company in South Africa to encourage black entrepreneurship. Essentially, an affirmative action company should get the job, thats what they were saying. The Americans went home. The desalination plant was not built at all.
Why would you help such people if this is how they respond?

However, there is evidence to suggest a 4th way should be introduced:
