I'm no Japanese expert, but Ritsu usually uses the termination -ze and other characteristically male speech patterns, even if she uses the pronoun watashi. Based on her funny personality, it's very likely that she over emphasises for comedy (also her seiyuu is talented at doing that). The one that does have an accent is Mugi, Kansai-ben to be specific. She briefly uses it at episode 4 of season 2, or maybe it was in the manga, can't recall.
