How did Italy actually stop the Med refugee crisis in July 2017?

Since then, arrivals have dropped massively. In the first 7 weeks of 2018, less than 5,000 people arrived in Italy via the Med. That is around 35,000 people for the whole year... still a lot, but a far cry from the last years.

Those numbers for January are the same for the last 4 years.

Look at the months July to December. Also, February was slow too until now. There were two big events in January, both were for boats from Egypt I believe.
