No, at least two have appeared before.
The bartender Machio visits has appeared twice now, and he's a fighter. Cosplay Cake's masseuse is Imai Cosmo's jiu jitsu instructor. The homeroom teacher for Akemi and Zina is also a kure clan member, and likely the same kimono-wearing onee that has appeared in Kengan before as well.
Of course, if you count the reference themselves, Professor here has already had a chapter of dips with him, the thai kickboxer is seen in a portrait at the boxing gym, and machojou's older sister is in several thought bubbles so far.

The raws are a full year ahead of translations.
...which isn't to say you're wrong, I just don't know. Only the name has been mentioned so far in English, but I think he/she's appeared in the raws so far already.

TL still translates, it's not dead at all. When a relatively niche manga like this doesn't survive the onslaught of little witch academia threads long enough for out anonymous translator to see the thread, it just gets postponed. He's already translated chapters 26 and 27.
And Rakuen still exists and I haven't heard any word of this series being dropped by the typesetter, just that it isn't a priority. In fact, he has typeset the eng chapters into spanish just over a week ago, so I'm pretty sure it's still active. It's just one guy doing all that cleaning and work, after all.
So, thanks for the offer, you never know! But this is by no means dead. It's just a Sup Forums anonymous chapter meeting that gets posted every 2 weeks (since it's bi-weekly or "twice a month") and rakuen swings by to make the product with all the ingredients and gets it out to the sites.
Yup, I missed it, too. It'd be a little surreal for the Danberu audience to suddenly have a black sclera teacher appear.
