Nisio's favoritism for complicated people and relationships really could not possibly be more apparent. It's hilarious when you think about the fact that Nisio himself is probably the biggest Snakefag who ever lived, despite her being so unpopular with his fanbase for being such a difficult human and Hitagi being more popular than he'd like for being the simplest one can be.
You really have to wonder why he bothered with writing a normal, boring relationship if he doesn't care about it. Was it for general appeal? What did he think it would add to the story? He clearly doesn't write Hitagi purely for enjoyment like the edgy relationships of Mono.
Considering that she was originally much more important to the plot in Bake (having heavy screentime in the first three arcs and the last), it's likely he just started to like her less and less as time went on.
There are plenty of different ways to use her as a character, but with her currently representing the "normal" part of Araragi's life they'll never be used.

This is both true and untrue. Araragi has been sucking Shinobu's blood for a while not just as much as Araragi has actually. In the Nise part 2 novel shortly after their fight against Kagenui and Doll, Araragi sucked Shinobu's blood in order to stabilize their vamparic nature and turn Shinobu back into a girl.
