I haven't seen any place to read through Fragments, nor can I even tell specifically what of it exists. It's very unclear as to whether or not the translations of it have been completed, or whether or not the work itself is completed. What's the deal with that?

What on Earth is the deal with the Nasu work known as DDD? In the English fandom, acknowledgment of even as much as its existence seems extremely short and dismissive. The only known translations of DDD are arbitrarily chosen chapters which have been translated from Japanese to Chinese (?) to Russian to English. That's maddeningly obscurant.
To summarize the question - why is there no clearly established English framework about the Nasu work DDD and why is there not an ongoing translation effort? Even the things that Nasu wrote in high school seem to have a much clearer picture presented. I would like to know what the hell DDD is (beyond the re-re-translated chapters), and I should like to be able to read translations of it.

Because no one has shown interest on translating. Something like DDD, that as you mentioned, is barely a thing, has very few chances of someone getting interested enough on it that people would want to translate it to share with everyone else on the English fanbase. Also, translating is a pain so why should I bother doing it for dumb ungrateful EOP? That's about it really.
There's a great difference between fully translating a work and simply explaining what's in it.
Some guy, maybe a month ago, was offhandedly talking about DDD's content as if he knew exactly what the events of the text were. When I asked him about it, he said that he'd read the books. Is it not strange that someone like that couldn't be bothered to write up a summary of the plot or explain the setting? There's a character named "Dr. Roman" in it, apparently; surely, that alone should be enough to warrant at least one person making note of it.

Fragments is the Zero of Prototype with Arthur as Manaka's servant. Serenity, Paracelsus, Bryn, Jekyll, Ozy and Arash are the servants of the war.
The novels have some scenes about Prototype last novel spoils Fragment servants get revived in Prototype and fight Arthur, Gil and Cu
