If the market already dictates that companies are OK with using illegal workforce at slave wages, this will continue to happen. You must stop it either by legislation punishing these companies for hiring illegals, or making it unattractive for illegals to come into the country at all.
The first part is the easier thing to do, remove the incentive. Have draconian, horrible punishments for hiring illegal workers. Make every employer triple check the record of everyone they hire to make sure they won't get burned.

I live in Farming area of California. It's illegal to hire illegals in the farming Workforce. There are unions and groups of beaner workers that are vehemently against it. Also some workers come from mexico during the season as farm aides with permits. It's not uncommon. They'll work for a few months then leave to Mexico for a few months come back for some other crop season.
