No, I'm not entirely sure how OfA grows in power each generation, but it doesn't absorb and pass on other quirks too. Pretty sure it just carries over their physical strength. Each generation harbors the quirk and much like how everyone else's quirks grow the more they're used, so does OfA. Also the way All Might mentioned his predecessors made it sound like it was rare to choose a quirkless host but no solid evidence.

So lets say a Hero has the ability to manipulate metal and then inherits OfA. The two quirks wouldn't merge in "power", since they're distinctly different quirks they'd have to be trained and matured individually for both to grow. Any effort he put towards growing OfA would most likely lead to him being able to summon and control more strength from the quirk. Now Magneto finally passes on the torch to the new generation of mutants. His protege wouldn't inherit his metal manipulation, only the physical augmentation of OfA + any effort Magneto put into increasing the potential of OfA. So every generation OfA grows in potential by the amount of time and effort they spend maturing it. So if you gave someone OfA and they spent the rest of their life doing jack shit, heaviest object lifted is a phone, longest walk is to the kitchen, etc. Then when they pass on the quirk it wouldn't of grown in power at all.

Since both All-Might and Midoriya only inherited super strength, and nothing else, then either every weilder of one for all was quirkless (which we know to be false from All-Might's predecessor) or one for all can only pass its own power on

All Might is really driven, but Deku might actually be better fit to use OfA. He has more knowledge when it comes to quirks and how to use them, see how easily he got full cowl, he didn't need to go through some grueling training he just had an epiphany. From what we've explicitly seen so far, there are the following options:
a) inherited nothing (Deku)
b) inherited a slightly different version of one ancestor's quirk (Tenya, Jiro)
c) inherited multiple quirks from ancestors (Bakugo, at least 2 of Endeavor's children and maybe Koda and Fumikage)
d) completely new quirk (Nezu, Ochako, Momo)
e) completely new quirk on top of a previous quirk (maybe Koda and Fumikage)
There is no rule at all that says that two quirks have to "mix" together if you get multiple quirks from your ancestors. The only variable is how and where the quirks develop. Fumikage has a bird body quirk on his head and a shadow emission (transformation?) quirk on his torso. Koda has a rock body quirk on his head and a animal voice emission quirk on his mouth. Bakugo can explode his palm sweat just like his father but he can also forcibly secrete it thanks to his mother's quirk. Hori hasn't actually said if the sweat on the rest of his body is like his mother's or if it's normal sweat. He wouldn't be explode it anyway because just like his father, he can only explode sweat on his palms. Either way, he is using both of his parents quirks.
