The problem with organized crime here is that it's everywhere. It's a strong demoralizing force, with hands everywhere there's money or power. Vice, ofc, it's in their hands, siphoning off money from the economy, but they also have a strong presence in politics all over the country, at almost all levels. Politicians, but also administrators are usually pawns at some level. Most enterpereurs have some contact with them, if only to laundry their money... because everybody else does, and it's a big enough competitive advantage to edge out of the market those that don't. I've lived in the South, in the Center, and in the North. It's everywhere, but in the North it's a bit more hidden, and there's a bit more leeway for honest folks.
