It's a hobbyist thing. You need special tools to machine it to completion in a quality way. Nothing about this makes it anymore capable of being converted to full auto than an off the shelf lower from Colt, if anything this is more difficult.
Adding select fire is literally drilling one new hole and replacing one part and adding another.
In the US, serial numbers, background checks and waiting periods are supply side controls that have little to do with your own Constitutional right. Unless you have nulled those rights by being a felon and cannot vote or own firearms, making your own gun is totally legal.
