Its not that irrational. He had a biological imperative to achieve his final form, he'd been working towards it for his entire existence and was told that it'd be all-powerful and, yes, "perfect".

Once that was complete, can you really blame him for wanting to test it out? Gun owners take their weapons to the range. Sports car owners like to cut loose and go for a joy ride once in a while. Super Buu did the same thing, asking "What good is power with no one to fight?" All that effort Cell put into reaching his final form was pointless if he never actually gets to experience the fruits of his labor.

It's not like he really even seemed that opposed to the idea that someone could be stronger than him, either. Once he realized Gohan had him fucked six ways from Sunday, Cell immediately went about trying to adapt.
