Makes no sense, because you can call 911 from any phone, even if you don't have an account. even if your bill is 6 months overdue, you can use it to call 911.
The only way I see that 911 might be blocked, is if FEDS were involved. FEDS were doing a drill, and turned off 911 so that there were no "false alarms" during the drill.
The so-called shooter, acting alone, could not have turned off everybody's 911 service.
