Fine when they don't spend too much screentime on it. As a bonus, I won't complain. When you spend minutes at a time, or half an episode (or entire an entire one) on scenes that have nothing going for them but fanservice, it's different.
The problem is how uncreative it can be. Generic beach episodes, generic onsen episodes, stock fetish outfits, etc can fuck right off.
Obviously it's a different story if the point of the show is fanservice. The quality/creativity of the fanservice is what becomes most important.

I really dislike fanservice if it comes across to me as jarring, embarrassing, and gratuitous. Like I'm not a fan if it makes me think to myself "why the fuck am I watching this" while it's playing, pulling me out of the moment. But every now and then it can be fun or funny.
