In an enclosed space he wouldn't have been at that much of a disadvantage. The rifle is more accurate but at very close range that doesn't matter as much. Cop could have popped around a corner and just mag dumped at Cruz. Plus most mass shooters plan on suicide once confronted, Cruz would have no way of knowing the cop was alone and might have offed himself as soon as he started receiving fire. That's what happens usually when cops engage mass shooters.
