The US didn't actually lose Vietnam though. We crushed the vietkong during their Tet offensive, and brought the North Vietnamese to the negotiation table. Then we left, and they promptly broke the treaty and reinvaded the south. At this point the US failed to recommit forces because the public wouldn't tolerate it. Contrast this to Japan who had their cities bombed to ashes, their empire crumble to dust, and their nation being occupied to this day technically.

You did lose it. You routed them at the Tet offensive but only managed to start negotiating for peace four years leader when LBJ left and Nixon took power. The peace treaty did not make the South Vietnamese government a country but said the Vietnamese people should decide who runs the country in a peaceful way. Your original objective was to make South Vietnam a legitimate government.
The treaty was violated on all sides. Both the South and North immediately began buildup of weapons. The US didn't fulfill its promise of replacing the South's military equipment and they lost.

There is no legitimate reason for US manned military bases anymore, outside of "guys we are here to shield you from the eastern threat, I swear Putin would invade if we werent around". So yes, Germany is still partially occupied and I am fairly sure that the same can be said about Japan.

Germany and other countries like Singapore, Vietnam and Japan allows the US maintain military bases on their soil for various reasons. They could kick them out any time they want. Germany, because they're very close military allies with the US with mutual defence treaties. Japan because of China. Taiwan because of China. American bases are a bulwark against possible aggression, even if there's no war happening.

Ramstein Air Base is one of the most important airbases in Europe. WE asked the US to stay here. If we do not wish for the US to have a military presence in Germany we simply tell them.
It works the same way for Japan, the Japanese government is very much in favor of American military presence considering the Chinese threat.
A country has sovereignity over who builds what in their country. They signed treaties allowing the US to build it there. Why not? It's a free army. Conventional forces are expensive to maintain but the US wants to do it for free. The US didn't force Germany to sign the treaty.
