Everyone from Aizawa's class is in the clear..
The USJ incident confirmed the villains had no knowledge about the quirks when they had a quirk and battle test.

Likewise, they believe All Might to be there and were surprised it was changed last minute.
This could indicate someone with access to the schedule files or a timetable among teachers.
This also excludes thirteen as All Might personally told him to be his replacement.

The strange is that Nezu prevented All Might from going there by wanting to talk to him.
In hindsight, it could mean Nezu could have known and tried to prevent All Might from running into his death.

He met All for One when he was a kid, right after realizing he doesn't have any quirks.
All for One knew he would be the prime candidate for One for All and planted a part of his psyche into Deku.

Shinso is general department.
USJ is to train the hero course while the general department is basic education because the students there weren't cut to be heroes.

Shinso shouldn't even know anything about it.

They both are experienced with technology so it wouldn't be out of the ordinary for them to disrupt the UA alarms or to track where the bus is going for the school trip. They also make support items so that explains how Toga was able to get a super customized blood sucking rig out of nowhere. (Giren only sells the support items, he doesn't make them)

Perhaps he knew he was passed over and is jealous? His quirk could help him hide in darkness and break alarms without alerting anyone.
Outside of that nobody seems to have motive or opportunity to be a bad guy.

How would Hatsume know that All Might was to be at USJ?

Sorry to keep bringing this up but that part really shrinks down suspects.
Only very few would know he was intended to be there.

Powerloader would be able to figure out the schedules and know that he was scheduled to show up.

Not entirely sure how Hatsume fits into this. perhaps she's really Toga? Perhaps she's a mole that works for Powerloader?

Don't be ridiculous. If this was proof, it would suggest that there wasn't a traitor at all since all the teachers should logically know what he quirks of all the students are. Only other students not in class 1a would be unware, but these people wouldn't be aware where the class went to begin with. Thus, this would suggest that the VA simply wasn't informed about what quirks the students had.

Yes, there is a traitor it's been stated in the manga. And yes for the emotional value it will probably be a character close to the main cast or in 1-A.
