The second form is pretty uninspired when you compare it to his final form.
It's literally just his first form but bigger and bulkier.

Frieza was the last time the villain truly felt an order of magnitude stronger than the heroes.

Ever since then it was mostly inferred through the fact that the heroes were getting punched up or explained via dialogue, but visually it never really got bigger after frieza.

Artists would have complained abut the lines on his arm then.

Toriyama's entire thing was "appearance isn't everything" even from the beginning of Dragon Ball, heck even in Dr. Slump. He's always had the idea that smaller or less menacing than the standard=better. Goku as a kid especially exemplifies this. Even the Nappa/Vegeta power dynamic is like this as well (taller, balder, rugged guy is significantly weaker than the smaller and thinner twink next to him).

Heck he still does this in modern times with Super Saiyan God looking like a downgrade visually from SS3

The approach from the start was different with Frieza, with every other villain the cast was training and preparing to defeat them, it seemed like a reachable goal, Frieza on the otherhand terrified the fuck out of everyone and everyone did their best to avoid him, even Vegeta only considered fighting Frieza after becoming immortal with the dragonballs.

Theoretically, if a Saiyan got immortality from the dragon balls, would they be able to get zenkai boosts? After all, they can't get near death if they can't die in the first place.

I actually love that "trope" where the final form is all of their previous power condensed into a compact smaller form, like bleach or d.gray-man for example.

True, but they probably changed it later on because power levels became bullshit. The Freeza saga was bullshit. Goku had a power level of ~150,000 when he fought Ginju, while Freeza had a power level of over 1,000,000 in his second form.
But then Goku goes in the healing pod, and gets a power boost and can fight almost evenly with Freeza in his final form. Wtf?
Vegeta even literally told Krillin to injure him, and then Dende to heal him, so he will get a power boost.
In the Buu saga, it seemed like Buu, Gohan, Vegeta, and Goku were about even-ish in terms of power, but Buu had the upper head due to his regeneration and because he could absorb people. So imo there's less power level bullshit in the Buu saga (except for Mystic Gohan)

Gohan was stated to have fallen behind because no training. He then gets way more powerful than them with the ritual.
Goku was literally holding back in their short (in the manga) fight with majin-buffed Vegeta and the next time Vegeta reappears after his sacrifice he is shown to be very angry about it.

That was the point. They thought his final form was going to be horrific but it was his tamest in appearance. His power was off the charts though.

He had a power level of 180000 and he even says to ginyu "If you think this is impressive, this is nothing compared to what i can put out in short bursts" which the scouters couldnt even pick up. Gokus power level in short bursts easily surpassed 1 million by that time.

He was the only villain that was legit scary. Only the first form/imperfect Cell was good. DBZ in general barreled downhill the second he transformed to Semi-Perfect in quality. It never recovered.

He said he did intense energy training in hell because Goku showed him his weakness in Golden form. Now he can stay Golden/Final without any impact to his energy consumption rates.

Basically like Goku did with Gohan before the Cell games.

Only Goku, because of Super Saiyan 3, and Gohan, because of Mystic. Majin Vegeta couldn't contest Fat Buu at all in a straight fight which is why he had to try and go for a double KO by blowing himself up.
