Yeah. Paradis know they're fucked military as of now. If they get the titans, they at least can protect the island against the rest of Marley
I think they're on a mission to get the rest of the shifters, and the festival is their best chance: a surprise attack with their best soldiers, kidnap (or just eat right there) the shifters and sail off to Paradis before they can do anything.
I bet Eren and Armin are there to destroy Marley's navy and give Paradis a bit more of time to escape.
