It's Ryo Takamisaki, the guy doing the current Pokemon movie manga.
I see, so he is drawing a Pokémon manga, just not Pokémon Special. Close enough. His style really looked like it on that page spread, but looking up more of his stuff it's not quite that similar.
Takamisaki isn't doing PokeSpe from what I can recall, he is doing a different Pokemon series though. His style is similar to PokeSpe.

This show was hardcore sometimes. It's a shame it had so much fucking filler.
The Megaman NT Warrior manga was the only series I ever actually bought.
Some of those action scenes got pretty crazy. Felt like something out of DBZ.

It was dumbed down and vanilla'd for the sake of children's precious eyes, while Takamisaki sat on his ass, drew the manga and didnt give a single fuck.
Yeah, I absolutely loved the fights.
One of my favorite moments is when Bass copies Megaman's ability, until that point you feel like they were pretty on par power-wise, then after he copies it and gets a sudden power boost I actually felt the sheer terror as Megaman realizes how utterly fucked he is.
