You actually have a good point, ideally law enforcement shouldn't initiate hopeless cases because it's a waste of resources, but someone in the police department probably felt it was fair.

Here in the EUSSR, we usually have laws saying that literally everything "relevant" has to be investigated in court. Even when when your neighbor tells some bullshit story that never happened you will get sued. Then they find you did nothing wrong and that's it. Yes, a huge waste of time and money. An alcoholic co-worker of my after killed a dude while drunk driving, the other dude was also highly intoxicated and apparently stumbled from the sidewalk into the road as my dad's acquaintance was driving by. No cameras and no other way to prove or disprove this course of events. Dead guy also had no close relatives, so nobody to make a fuss about this.
Driver gets no jail time, only has to pay a, admittedly huge, fine, which he could easily do because he was an unmarried 60 year old dude living with his mother and exactly one hobby, which was drinking, but don't worry guys the story has a happy end after all. A year or so later his mother died and he was diagnosed with cancer in the span of a week. The cancer then proceeded to kill him slowly, while also causing excruciating pain, nobody mourned his loss.
